Intel’s Turnaround Strategy Gains Momentum

Intel is pursuing an ambitious restructuring plan under new CEO Lip-Bu Tan, with recent financial results indicating early progress in the chipmaker’s recovery efforts, according to the company’s latest earnings report. The technology firm reported Q3 2025 revenue of $13.7 billion, representing approximately 3% year-over-year growth and exceeding analyst expectations. Non-GAAP earnings per share of $0.23 also surpassed projections, sources indicate.

Balance Sheet Discipline Takes Priority

CFO David Zinsner emphasized that financial discipline remains central to Intel’s strategy under Tan’s leadership. “When Lip-Bu came in, he really was upset about the balance sheet. So we’ve done a lot to work on that and improved that for him,” Zinsner stated during the earnings call. The company reportedly removed $4.3 billion of debt from its books this quarter and plans additional debt repayments through next year.

Zinsner elaborated on Tan’s cautious approach to capital expenditures, noting that the CEO wants to “see the whites of the eyes of the customer” before committing to aggressive investments. This financial conservatism comes despite significant new funding inflows from government and private sources, analysts suggest.

Unprecedented Government Partnership

In what Reuters described as an unprecedented arrangement, Intel agreed in August to transfer 9.9% of its stock to the federal government in exchange for $8.9 billion in funding. The agreement reportedly does not grant the government governance rights or board representation, though some analysts have expressed concerns about potential implications for state intervention in private industry.

The government funding, combined with a $5 billion investment from Nvidia announced in late September, provides Intel with increased operational flexibility as it executes its turnaround strategy, according to company statements. The Nvidia partnership includes plans for Intel to manufacture a new generation of chips combining technology from both companies, with Nvidia committed to purchasing a portion of the output.

The report also indicated growing expectations for Federal Reserve rate cuts, with 41% of investors anticipating reductions of 0-0.25% at the next meeting—a 12 percentage point increase from last quarter’s survey results.
